Winter parking and snow regs go into effect


Humboldt city residents are reminded that there is a "no parking ordinance" in effect on any city street between the hours of 3-7 a.m. during the months of December, January, February and March.

The holiday Season is a time for family and celebration. This is also a time of the year when local weather can quickly become dangerous and unpredictable. The city of Humboldt enacted several ordinances to mitigate the dangers this weather creates for pedestrian, and vehicle travel. The Humboldt Police Department reminds citizens of the following winter ordinances and appreciates in advance the community’s compliance.

69.11 WINTER PARKING RESTRICTIONS
No person shall park any vehicle on any street between the hours of 3 a.m. and 7 a.m. of any day during the months of December, January, February, and March.

69.12 SNOW ROUTES
1. The Council hereby designates the following streets in the city as “snow routes.” “All streets within the corporate city limits, excluding Sumner Avenue from 8th Street to 4th Street.”
2. The above-designated streets, and any hereafter designated by the Council, shall be marked by signs.
3. Whenever the mayor or police chief (or their designee) determines that current or forecasted weather conditions create the likelihood of snow, sleet, or freezing rain likely to create hazardous road conditions, they shall publicly declare a snow route emergency, and no person shall park or otherwise leave any unattended vehicle on any designated snow route.
4. A snow route emergency declaration shall be publicly disseminated to local print media and radio.
5. The above parking ban on snow routes shall begin four hours after the designation is declared, provided, if declared after 8 p.m., the parking ban shall not go into effect until 7 a.m. the following day. The ban shall remain in effect for 48 hours, unless a different period is designated by the mayor, or until the snow route has been cleared by the city and the precipitation has ceased.
6. Any person violating the snow emergency parking ban shall be subject to a fine of $20 for each hour of violation, and subject to towing after 24 hours.
7. This section does not suspend or alter any other city parking regulations.

135.12 DUMPING OF SNOW.
It is unlawful for any person to throw, push, or place or cause to be thrown, pushed or placed, any ice or snow from private property, sidewalks, or driveways onto the traveled way of a street or alley so as to obstruct gutters, or impede the passage of vehicles upon the street or alley or to create a hazardous condition therein; except where, in the cleaning of large commercial drives in the business district it is absolutely necessary to move the snow onto the street or alley temporarily, such accumulation shall be removed promptly by the property owner or agent. Arrangements for the prompt removal of such accumulations shall be made prior to moving the snow.

136.03 REMOVAL OF SNOW, ICE AND ACCUMULATIONS
The abutting property owner shall remove snow, ice, and accumulations promptly from sidewalks. If a property owner does not remove snow, ice, or accumulations within 12 hours in commercial zoning districts or within 24 hours in residential zoning districts, the city may do so and assess the costs against the property owner for collection in the same manner as a property tax.
The abutting property owner may be liable for damages caused by failure to remove snow, ice, and accumulations promptly from the sidewalk. The city shall serve notice of non-compliance by first class mail or by posting such notice conspicuously on the property only one time during a snow season.
