Council hears about drainage assessment concerns

Of the approximately 1,200 notices sent out regarding a hearing on reclassification of Drainage District No. 13A, only about 20 people showed up to voice concerns, ask questions or protest their proposed assessment during Monday night’s Humboldt City Council meeting.
Because of the expected crowd, about 20 picnic tables were moved into the old fire station portion of Humboldt City Hall, but most sat empty.
Of the people attending, many had issued their objections in writing prior to the 5:30 p.m. meeting.
Counting four received at Monday’s hearing, the Humboldt City Council received 13 written objections to the drainage assessments.
The more than $800,000 Drainage District No. 80 new main project in Dakota City in 2009, which took 104 acres off of Drainage District No. 13A, is part and parcel to the reclassification, as properties in the city of Humboldt as well as ag land immediately north of Humboldt, are paying a portion of the cost, as well as the residents of Dakota City, who are paying the highest rate, because they received the most direct benefit.
In addition to the 2009 Dakota City drainage project, the reclassification includes about $362,000 in drainage district repairs in and around the city of Humboldt over the past few years.
Several farmers and some city residents in Humboldt and Dakota City voiced their displeasure with the assessments. Drainage engineer Rick Hopper agreed to review the lands mentioned.
No action was taken, the council agreed to continue the drainage classification hearing to Monday, July 1, at 5:30 p.m.
